
Seoul, South Korea – The National Authority for Child Care (NACC) of the Philippines took center stage at the HCCH Asia Pacific Week, showcasing its innovative new child adoption program. Undersecretary Janella Ejercito Estrada presented the program, emphasizing its commitment to child welfare and adherence to international standards. The program focuses on streamlining adoption processes and improving services for children needing families.
The NACC’s approach is built on shared principles of child protection, ethical practices, and international standards. Every child’s best interests guide placement with suitable adoptive parents, ensuring the highest standards of care. Usec. Estrada highlighted several key aspects of the program.
One significant improvement is the comprehensive child case study report, ensuring thorough assessments for each child. A three-tiered matching process carefully considers each child’s needs before inter-country adoption is considered. Robust legal frameworks and policies support both domestic and inter-country adoptions. The NACC’s strong collaborations with stakeholders also contributed to the program’s success.
The Inter-Country Hosting Program has proven particularly effective. The program supports children awaiting international adoption, improving their care and chances for a permanent home. The NACC also leveraged technology, developing IT systems to enhance case management and streamline administrative processes. This technological upgrade increases efficiency and ensures better tracking of cases.

Currently, the NACC works with 27 accredited foreign adoption agencies and 40 central authorities. Their efforts are particularly vital for children aging out of the domestic adoption system, children with siblings, and children with disabilities. Inter-country adoption provides a lifeline for these children who may not find families within the Philippines. The NACC aims to further strengthen its inter-country adoption program. This includes transitioning to finalized administrative inter-country adoption, improving efficiency, and ensuring a smoother process for all involved.
Looking ahead, the Philippines, through the NACC, will host the 18th Global Consultation on Inter-Country Adoption and Child Welfare Development in Cebu City this October. This significant event will bring together experts to address critical issues. Discussions will include the Philippines’ finalized administrative adoption process, emerging trends and challenges, illegal adoption, the alarming issue of “online baby selling,” and strategies to combat child trafficking.
