The University of the Philippines Marine Science Institute (UP MSI) recently launched the second batch of the Kalalawdan Fellowship Program. This initiative aims to improve science-based maritime governance in the Philippines.
The program is part of Project NEXUS 2.0. It connects marine research with national policymaking.
“As an archipelagic and maritime nation, pursuing and strengthening science-based development is not only needed but necessary,” organizers stated. “However, attaining this will require policy reforms that are both science-enabling and science-enabled.”
The fellowship lasts for seven months. It brings together 20 researchers, government experts, and local policymakers. Participants come from Luzon, Visayas, and Mindanao.
The program provides tools for fellows to turn scientific data into policy reforms. Mentorship and workshops will guide the cohort through the process.
“The fellowship provides a space for scientists and government professionals to engage in dialogue, learn from one another, and collaboratively develop policy recommendations that support evidence-based marine and maritime governance,” the organizers noted. “These initiatives emerged as priority reforms because of their strategic importance, feasibility, and potential to strengthen the country’s marine scientific research capacity and maritime governance systems.”
The project is led by Dr. Deo Florence Onda. It includes partnerships with the Marine Environment and Resources Foundation, Inc. and The Asia Foundation, with support from the Australian government.
